Draft: Bug fixes when using pucch-ConfigCommon

  • Fix initial_cyclic_shift for pucch-ConfigCommon
  • Fix segmentation faults when UE has no spCellConfig
  • Compute ul_tda taking in consideration spCellConfig
    • When using pucch-ConfigCommon, ULSCH should be only 12 symbols to not overlap PUCCH (PUCCH resource set 0 has 2 symbols)
