numactl and thread-pinning in CI

  • add 60 MHz, 2x2 for RAN-gNB-N300-Timing-Phytest-LDPC
  • update its thresholds
  • use numactl for RAN-gNB-N300-Timing-Phytest-LDPC
  • use numactl for RAN-SA-Module-CN5G
  • pin threads in RAN-SA-Module-CN5G
  • update throughput thresholds, notably UL, in SA test
