Support of pucch format3 on eNB and UE. This is Physical Layer on eNB and UE, testcode.

This supports "ACK/NACK" and "SR+ACK/NACK" only "CQI/PMI/RI+ACK/NACK" will be implemented in the future. Additionally, "ACK/NACK" length is only 6 bits. This restriction will be lifted in the future.
