NR ULSCH/DLSCH scheduler fixes

There were two bugs in the ULSCH scheduler: one was preventing more than 1 UE to be scheduled in a slot and a second it was making the scheduler trying to allocate room for retransmission even for the disconnected UE

Edit. More issues found by @schmidtr while reviewing. Some of the logic was flawed in case of multiple UEs.
