Improve NR SRS configuration

Francesco Mani requested to merge NR_improve_SRS_configuration into develop

This MR is a first step to generalize SRS configuration. There is still some improvement required for some configuration where we might need to schedule before the beginning of the slot. For that we also need to increase the size of UL_tti_req_ahead and VRB map (already done by Fraunhofer in NTN scope).
