Draft: ORAN FHI lib 7.2 integration

Wang requested to merge VVDN_ORAN_fhi_integration into develop

xRAN lib bronze release integration. A wrapper is done between OAI PHY and xRAN lib. Tested with 100MHz BW and 30kHz SCS.
