Remove legacy 4G RLC

Robert Schmidt requested to merge remove-legacy-4g-rlc into develop

There is still openair2/LAYER2/RLC/rlc.h. We might completely remove that, and put the definitions of functions in the respective headers of the new 4G RLC and nr_rlc. You tell me

Running 5G as some code in 5G has been modified, since the RLC headers are used everywhere.
