Implementing bands greater than 64 in the code, feature #603

The bands greater than 64 are not implemented/supported. There are some specific fields that need to be sent in the sib1 message in order to configure the bands greater than 64.

Therefore, we have made an implementation to make the bands greater than 64 work. We have made tests with success in the lte bands 66 and 71.
