Fixes for scheduling PUCCH at UE when there is no ACK/NACK

Francesco Mani requested to merge NR_UE_PUCCH_fixes into develop

Wrong interpretation of the standard. If PUCCH does not carry ACK/NACK, the PUCCH resource might not be in any PUCCH resource set.

Issue found thanks to IQ samples from a commercial gNB.
