Add reestablishment test to SA Quectel test

changes in this MR:

  • add functionality to load custom telnet modules via shared objects (@frtabu)
  • I have to finish the corresponding documentation
  • develop a telnet CI module to trigger functionality: currently to trigger reestablishment and verification
  • add a parameter such that a CI CustomCommand will make a pipeline fail if requested (on non-zero return code)
  • add telnet CI SO to images, and trigger reestablishment test
  • various fixes: correct tab header, correct UL traffic
