fix iqplayer doc and copy in central directory

Fix the iqplayer doc (.md file) to explain the current limitation (nr-uesoftmodem 40MHz 3/4 sampling) and copy the .md file in top-level doc directory. I have kept also the .md in specific iqplayer directory as a temporary archive.
