bugfix in computing CCEs for DCI

Francesco Mani requested to merge NR_CCE_fix into develop

In both gNB and UE we were computing the ceiling of a division instead of the floor. The formula in the standard:

cce_formula

A lot of code refactoring but the functional change is in the two formulas to compute first_cce
