Draft: chore(ci): porting the old IF4.5 LTE baremetal test to docker

It's a start. I will wait on Dhanuja to wrap !1976 (merged).

For the moment, I need a private image to continue testing.

I was able deploy both RRU and RCC on hutch and attach one UE w/ ping traffic. I tried to deploy the RRU on hutch and the RCC on starsky but the IF4.5 interface crashed quickly.
