NR UE SIB1 detection outside of initial synchronization

Francesco Mani requested to merge NR_UE_SIB1_outside_of_initial_sync into develop

In this MR I take SIB1 detection out of the initial synchronization and let it handle in the main processing loop. It also avoids direct call to RRC for BCH indication.
