NR RRC: send "init context setup resp" after receiving reconfig from ue

Cédric Roux requested to merge fix-context-setup-response into develop

for some unknown reason, this was not done, but it should be done.

It is done for the case RRC_FIRST_RECONF which is not set anywhere (maybe a bug?).
