Fix RRC UE timers based on frames and not slots

Francesco Mani requested to merge NR_UE_RRC_SIB_fixes into develop

This MR fixes the RRC tick, used to updated RRC timers, to frames and not slots. The RRC will now not crash after some minutes, but two hours.
