NR UE RRC bearers management

Francesco Mani requested to merge NR_UE_RRC_manage_RLC_PDCP into develop

This MR improves the management of radio and RLC bearers at RRC UE and their configuration on lower layers. The work is not complete as there are some procedures still to be implemented (TM mode at RLC UE, re-establishment of RBs etc.)
