NR UE improve handling of MSG4 feedback in default PUCCH

This MR removes the state UE_WAIT_TX_ACK_MSG4 and prepares feedback for MSG4 as soon as its processing is concluded. The state was a hack to avoid using the new configuration (received in MSG4) for the feedback message.
