F1AP: correct message handling

Robert Schmidt requested to merge f1ap-msg-correction into develop
  • Correctly forward UE capabilities in F1 (they were lost before, so though MIMO should work, it did not because of this)
  • Remove some hardcoding
  • Fill some messages properly
