Add the handling in RRC for S-TMSI and RANDOM Value match

Vijaykumar Chadachan requested to merge Handle_S-TMSI_Random_Value_Match into develop
  • Remove the assert in the rrc_gNB.c for s-tmsi-crashthe S-TMSI and RANDOM value match.
  • The functionality is added to remove context for the new RNTI from the MAC and use the UE context for old RNTI.
