Change UL_TTI.request PRACH PDU beamforming pack/unpack handling

Changed the pack/unpack behaviour of the UL_TTI.request PRACH PDU Beamforming, asserting when packing values != 0, as it's not handled yet, and with behaviour ready to unpack any value of the PDU
