Power changes for Chapter 8 conformance

original author: Nick Hedberg (Nvidia) changing powerControlOffsetSSPowerOffset to -3dB in compliance with 3GPP performance testcases. This should result in a higher estimated CQI at the UE and therefore a higher DL throughput. This is also part of the Aerial_Integration branch and I just wanted to have this tested and reviewed seperately
