Draft: NR UE MAC timers

Francesco Mani requested to merge NR_UE_MAC_timers into develop

Improvements for UE MAC timers. Implementation was not correct, update was happening every UL slot only and unit of measurements were not always correctly addressed. New implementation similar to RRC timers. Tick from main function every slot.
