reworking configuration of LogicalChannelConfig at MAC UE

Implementation introduced in !2088 (merged) didn't properly work with commercial gNBs (overwriting logical channel configurations at MAC). Improved configuration also according to !2463 (merged) with a single ordered list of configs.
