Fix for building rach occasions in case of multiple BWPs

Francesco Mani requested to merge fix_building_rach_occasions_for_multiple_bwps into develop

This fixes a possible regression in the UE introduced in !2463 (merged) in case of multiple BWP (attempting to configure RO in a BWP where there is no RACH configuration). The MR also introduces improvements in handling RO related structures at UE.
