Read NoS1 bearer configuration from gNB-generated file

Francesco Mani requested to merge NR_UE_reworking_NOS1_bearer_configuration into develop

NOS1 bearer configuration taken from .raw files as the rest of configuration in do-ra and phy-test mode. Removed unnecessary initialization at MAC.
