NR UE MAC config fixes

This MR fixes the scenario where a CHOICE ASN1 structure changes type in a reconfiguration. For example, in case of SRS-Config, if the resource type changes from aperiodic to periodic (as it is happening in OAI gNB configuration when SRS is enabled).
