NR UE PDCP RLC indexing

This MR changes the UE PDCP and RLC indexing from RNTI to UE-ID. It also improves the possible handling of multi-UE in a single process by harmonizing the creation of multiple RRC and MAC instances (still a lot of room for improvement).
