Documentation on coding style, workflow, and review instructions

This MR attempts to replace the previous coding style policies. It describes the workflow, how to manage branches, the style to follow, the review form, and briefly goes over what a bug report should contain. See code-style-contrib.md

After this is merged, the pages in the wiki will be deleted.
