Fix for UE MAC PDU LCID handling

Francesco Mani requested to merge NR_UE_fix_handling_DL_LCID into develop

The code was not following standard definition of handling LCID for DLSCH. Wrong usage of definitions (ok for OAI gNB but not for 3rd party gNB).
