power/PHR normalizations for deltaMCS power adaptation.

This was based on the original MR from Firecell which included the L1_tx_thread branch. This MR just keeps the PHR related changes to improve adaptation rule for deltaMCS. Also adds the selection of deltaMCS mode vs. absolute power control via configuration file.
