improvements in security of nrUE

Cédric Roux requested to merge improve-nrue-security into develop

The main goal is to validate the integrity of SecurityModeCommand by the RRC of the nrUE.

For that, a new PDCP API function is introduced.

The UE code is a bit cleaned/fixed.
