NR UE data scrambling fixes

Francesco Mani requested to merge NR_UE_data_scrambling_fix into develop

For both PDSCH and PUSCH the UE PHY data scrambling ID was hardcoded to the physical cell ID. This MR takes into account the upper layer configuration dataScramblingIdentityPXSCH.
