NR gNB PUCCH2 CQI workaround

Francesco Mani requested to merge NR_PUCCH2_RX_CQI into develop

SNR for PUCCH2 is not correctly computed. CQI cannot be used at MAC, otherwise it would lead to wrong assumptions for power handling.
