Draft: nr pdcp: add support for nea1
CI could set nea1/nia1 in one of the tests with cots UE so those algorithms are tested by CI. I can help for that. If we use a quectel, we need a 520. 500 don't do high throughput with ciphering+integrity on DRBs.
