immediately reuse UL/DL HARQ ID and don't wait for feedback if disable_harq == 1

It is especially beneficial to disable HARQ in case of large round trip times, e.g. with the NTN changes and GEO satellites. Else we run out of HARQ processes very fast, and the links cannot be utilized completely.
