Draft: Remove accumulated_delta_PUCCH from UE nfapi interface.

Remove accumulated_delta_PUCCH field from UE fapi interface fapi_nr_dl_config_dlsch_pdu_rel15_t struct. UE PDSCH receiver cannot use this field, it is not set correctly and it cannot be due to time limitations (future transmissions could change accumulated_delta_PUCCH.
