UE improvements

Thomas Laurent requested to merge ue-fixes-gnb-testion into develop

  1. initialize polar codes before starting real time
    it is not perfect, nevertheless it reduces the LLLL when the UE attaches

better trace for DLSCH decoding result
rename the decode result variable to separate with later ack/nack encode of this decoding result from 3GPP (not trivial true=1 coding) verification of physical cell id range
