NR UE MAC PRACH scheduling fixes

Francesco Mani requested to merge fix_bugs_prach_ue_for_multi_ssb into develop

Even more fixes for regressions introduced in !2580 (merged). In this case for the scenario where there are multiple SSBs and the UE doesn't sync on the first one.
