Filling Xn structures- from CU/gNB configuration

Sreeshma Shiv requested to merge IISc_Xn_Config into develop
  1. Code added for filling IP/port information of Xn-Neighbours into appropriate structures(net config for xnap), if the gNB/CU/CU-CP configuration has Xn neighbour information.
  2. Target gNB IP, Xn-Interface IP, ports information added in configuration file: cu.band78.106prb.xn.conf for testing.
