UE assertion for msg1_SubcarrierSpacing in RA

Francesco Mani requested to merge NR_UE_L839_PRACH_assertion into develop

This prevents a segmentation fault in case of long PRACH.

Closes #797 (closed) despite not fixing the underlying missing implementation.
