Srs improvements

Florian Kaltenberger requested to merge SRS_rebase into develop

This MR contains a new function to estimate the time of arrival in ns from the SRS. This is one of many MR from the localization project. The MR also includes the possibility to configure SRS spanning multiple OFDM symbols to improve the estimation SNR. Lbnl, it also sends the SRS estimates over T tracer.
