SIB19 initialization and scheduling on gNB

This change introduces new parameters (ntn) to gNB configuration files, such as: ta-Common-r17, positionX-r17, positionY-r17, positionZ-r17, velocityVX-r17, velocityVY-r17, velocityVZ-r17. The scope of this parameters is to support ntn_config_r17 initialization with values. Beyond this updates, this MR also brings SIB19 initialization and scheduling by adding scheduling information regarding SIB19 in schedulingInfoList2 in SIB1 on gNB side. Based on scheduling information present in SIB1, gnb_scheduler_bch will schedule SIB19 broadcast.
