NR UE SIB1 free fix

Francesco Mani requested to merge NR_UE_RRC_SIB1_fix into develop

!2898 (merged) freed SIB1 and its content still supposed to be used in RRC after the free. This MR fixes the regression (also avoiding the memory leak in principle)
