timeStartPosition SRS FAPI element was incorrectly evaluated at gNB. The SCF document says

Starting position in the time domain l_0 [ 3GPP TS 38.211 [2], Sec 6.4.1.4.1]. Note: the MAC undertakes the translation from startPosition to l_0

But this translation was done in the L1 in OAI gNB code.
