Preparation for F1 Handover

This MR is the first part of commits of !2786 (merged). It contains various bug fixes that are applicable in general to OAI (e.g., SCTP, or F1AP) and preparatory work for handover (cleanup in RRC, MAC, ...). No functional changes are in this MR.
