NR CSI-RS L1 refactoring

Francesco Mani requested to merge NR_CSI_improvements into develop

This MR decouples gNB and UE L1 CSI-RS procedures, using common functions stored in the PHY common folder. Besides code refactoring and cleanup, some of this work is required for handling of L1 beam management for CSI-RS. In principle there is no functional change.
