feature-247-tm89 PHY and RRC layers only

Florian Kaltenberger requested to merge feature-247-tm89-rebased into develop

Rebasing all the work from feature-247-tm89 onto current develop. At the moment this commit only contains the PHY and RRC functionality and does not include any changes that were made to phy_procedures_lte_eNB and to the MAC, which means that TM8/9 is not yet functional with commercial UEs. This will be done in a second step.
