Draft: Add CI UE test for RA with C-RNTI

This MR is adding a test to trigger RA with C-RNTI in the RFSIM 24 PRB pipeline. A telnet command was added.

The actions taken are:

1. send telnet command to trigger RA with C-RNTI
2. sleep
3. ping test
