CI: Add `-l` option for the UL iperf test

In this MR, we set the packet length to 1428 bytes for UL iperf3 testing using the -l option to prevent packet fragmentation. Fragmentation is causing packet drops between the gNB and the UPF, leading to failed UL throughput tests in CI.
